Plans for a dog exercise field in Thelwall on green belt land have been denied by Warrington Borough Council. The planning application, submitted in September 2023, aimed to change the use of the land next to Beech Farm offices on Lymm Road into a dog exercise field. The proposed field would be a peaceful and safe site where owners could walk their dogs, with a booking system allowing owners to select a slot online and pay through a website.

The plan included wire mesh fencing and access via coded locks, as well as a small car park for up to three vehicles at a time. A greenbelt statement was also submitted, emphasizing the importance of responsible pet ownership and the benefits of an outdoor dog walking facility in the community.

Despite these arguments, the council refused the application on October 1. The refusal notice stated that the proposal would constitute inappropriate development in the green belt, failing to preserve openness and conflicting with the purposes of the green belt by encroaching into the countryside. The council found that no very special circumstances were presented to outweigh this harm, and the proposal did not improve economic, social, or environmental conditions in the area nor comply with the development plan.

Ultimately, the council determined that no amendments or conditions could make the development acceptable, leading to the denial of the application.
