Transformative Development Plan Unveiled for Warrington Green Belt

A new transformative development plan has been announced for the green belt in south Warrington, with the proposal to build around 4,200 homes, along with new schools and a health hub. This plan, allocated in Warrington Borough Council’s Local Plan, is being spearheaded by Homes England, with a focus on sustainability and community engagement.

The proposed extension to south east Warrington will impact areas such as Grappenhall, Grappenhall Heys, Appleton, and Stretton. Residents in these neighborhoods will have the opportunity to meet the development team, learn more about the plans, and provide valuable feedback at upcoming events.

A spokesperson for Homes England emphasized the importance of community involvement in the development process, stating, “Meaningful engagement is at the heart of our approach to new development, and we encourage residents to share their views and help shape the plans.”

Local Plan Aims for Sustainable Growth

Warrington’s Local Plan, adopted in December 2023, aims to deliver a minimum of 14,688 new homes between 2021-22 and 2038-39, averaging 816 new homes per year. The inclusion of 4,200 homes in the extension to south east Warrington, with 30% designated as affordable housing, aligns with the council’s ambitious growth targets.

The final development framework for the plans is expected to be submitted in autumn/winter 2025, followed by detailed planning applications. The development includes provisions for two primary schools and a new secondary school, as well as a leisure facility with health services, local shops, and community amenities.

Liberal Democrats Voice Concerns and Plans for Infrastructure

In response to the development plans, the town’s Liberal Democrats have raised concerns about the need for affordable housing and sustainable communities. Cllr Mark Browne and Cllr Helen Speed emphasized the importance of influencing development to meet the needs of local residents and ensure infrastructure improvements.

The lack of infrastructure developments in Grappenhall Heys over the past two decades has been a source of disappointment for residents. The Liberal Democrat team has been actively engaging with Homes England to address these concerns and collaborate on future developments, including the development of a neighborhood plan.

Discussions with Homes England have shown a willingness to coordinate efforts on the neighborhood plan and development framework. However, there are ongoing challenges in areas such as traffic management, transport, community and health centers, and the preservation of green spaces.
