A prisoner at HM Prison Risley in Warrington was able to operate multiple drug supply lines while behind bars. James O’Keefe, along with his accomplices Ruby O’Keefe and Kerry Russell, exploited vulnerable teenagers to distribute drugs in Cheshire, West Mercia, and Scotland. These children, around 16 years old, were coerced, threatened, and physically harmed to ensure compliance.

The investigation into O’Keefe began in November 2023 by Merseyside Police as part of Project Medusa, an initiative targeting county lines drug dealing and child exploitation. Despite being incarcerated, O’Keefe managed to control drug operations and use teenagers to carry out illicit activities. Ruby O’Keefe and Kerry Russell aided in facilitating drug supplies and exploiting children to sell class A drugs.

Law enforcement uncovered four incidents of child exploitation related to drug trafficking as a result of the investigation. Warrants were executed at the residences of Ruby O’Keefe and Russell, leading to their arrests. James O’Keefe, charged with multiple offenses including modern slavery, drug supply conspiracy, and possession of illegal items in prison, was sentenced to 10-and-a-half years in jail.

Russell received a four-year, four-month sentence, while Ruby O’Keefe was given an eight-month suspended sentence. The sentences were commended by DS Shaun McNee, emphasizing the protection of vulnerable individuals from criminal exploitation. District crown prosecutor Hannah Scott highlighted the coordinated efforts of law enforcement in dismantling the drug operation and holding the perpetrators accountable.

The case underscores the insidious nature of county lines drug dealing, where vulnerable individuals, particularly children, are manipulated and coerced into criminal activities.
